The main role in the certification process for car services will be played by their technical equipment and qualifications of employees.
In Russia, in the near future they can introduce a certification system for car services, RIA Novosti reports . Such a proposal was made in the Russian Association of Car Dealers (RoAD). The organization offers to transfer control of this procedure to her or the Automobile Service Association.
According to the representative of RoAD, the main role in the certification process for car services will be played by their technical equipment and qualifications of employees. According to him, at the moment in Russia about 80% of the service market is in the gray zone. In turn, auto repair, which is carried out by unskilled employees, threatens road safety.
“This creates a serious problem for road safety, since most often cars after repair in such organizations do not comply with technical regulations and safety requirements, and the consumer is poorly protected by law,” the organization said.
RoAD plans to introduce a multi-level self-regulatory system for certification of car services. So, obtaining a basic level will be declarative in nature, and for the implementation of technically difficult repairs, access will be required in accordance with the requirements of manufacturers of machinery and equipment, the legislation of the Russian Federation and implemented professional standards.
Earlier it became known that in Russia the function of conducting a technical inspection can only be transferred to authorized dealers. The Ministry of Transport came up with such an initiative. Now you can go through the inspection at the service station accredited by the Russian Union of Auto Insurers.
In turn, the Central Bank proposed to transfer the functions of the Russian Union of Auto Insurers (RSA) regarding inspection to the government of the Russian Federation. The Bank of Russia believes that RSA will not be able to conduct field inspections of all inspection operators due to the lack of actual and financial capabilities. This may lead to the termination of registration of diagnostic cards, which, in turn, are necessary for the conclusion of OSAGO agreements.
